Head of the KTU Cybersecurity Competence Center. Two decades in cybersecurity research, EU-funded project leadership, and policy advisory to Lithuanian government and NATO institutions. Author of the QARS scoring framework and lead architect of the ICARUS agent platform.
Dr. Rasa Brūzgienė
Research lead at KTU. Co-organiser of PQ-ReadySec 2026 (co-located with ARES at Linköping). Specialises in network-infrastructure risk modelling, quantum-safe migration strategies, and the empirical validation of cryptographic posture across heterogeneous estates.
Tadas Cilcius
Founder of the Lithuanian Risk Management Association and FERMA board member. Two decades of operational risk from NatWest (formerly RBS) — where he led incident-management groups and built the bank's India service centre — to EU fintechs and Lithuanian startups.

Simas Krušniauskas
Owns ResilQ's deployment fabric — the orchestrator infrastructure, ICARUS dispatcher, the Proxmox-based sector test lab and the sovereign on-prem packaging. Background in systems engineering and infrastructure-as-code across Linux, BSD and Windows estates.
Mert Çayır
Designs and implements the LLM-driven enrichment subagents that classify cryptographic posture across heterogeneous OS targets. Works at the intersection of agentic AI, PQC algorithm taxonomy and the QARS-NI scoring engine — the part that turns raw findings into a number.
